On April 14, 2015, Roscosmos Science and technology committee held its regular session to discuss the main items of the draft of Russia’s Federal Space Program for 2016 - 2025 (FSP-2025).

The STC members:

reviewed the compliance of the updated FSP-2025 project to the "Principles of the state policy in the field of the use of the space activity’s results in the interests of modernization of the Russian Federation’s economy, science, defense and state security up to 2030 and beyond"
assessed the material base of the FSP-2025 project;
listened to the reports of Russia's rocket and space industry leading enterprises regarding the readiness to implement the FSP-2025 project.

Taking into consideration the key priorities of Russia's space activity and the fact that the FSP-2025 project development was based on several new concepts, and taking into account the state of economy and the political situation, the reduction of the state program’s financing and the increased cost of works (30%), Roscosmos Science and technology committee, based on the results of the discussion of the reports and proposals, made the following resolutions:

to approve the FSP-2025 project as a program document;
to take note of Roscosmos message concerning the planned FSP-2025 funding amounting to 2.004 billion Rub
to recommend that Roscosmos, in the course of the development of the Federal target program "Development Russian cosmodromes for the period 2016 - 2025", provide the simultaneous creation of the ground-based infrastructure with the timing of the development work on the promising products of Rocket and space technology within the frameworks of the FSP-2025 project;
to recommend that Roscosmos and United Rocket and Space Corporation, in the course of the FSP-2025 program implementation (Contracting, setting up new development work, definition of parent organizations and cooperation by co-executors), take into account the activities related to the restructuring of the rocket and space industry’s organizations and enterprises, the creation of centers of competence, technical re-equipment and introduction of advanced technologies, import substitution, including the radiation-resistant electronic components;
to request Roscosmos to accelerate the approval of FSP-2025 project by the relevant federal executive authorities in order to submit it to the Government of the Russian Federation no later than June 10, 2015.

The Chairman of the science and technology committee Yuri Koptev, said, "It should be noted that the volume of budget financing is extremely minimal to ensure the implementation of the plans related to the space activity of Russia. To improve the effective use of budgetary funds in the creation of competitive products of the rocket and space technology, the Science and technology committee recommended that Roscosmos develop the advance project as the initial stage of the development work before signing the state contracts for new development works. And then, depending on the results of the advance project’s review, the procedure, the terms, necessary scientific and technical basis, and other resources may be specified".
