State standard for satellite navigation systems in the Arctic

Russian Space Systems holding (RSS, part of Roscosmos) together with the Scientific Informational Center Polar Initiative has developed the requirements for the stationary global navigation systems receivers to be used in the Arctic.

 

The corresponding state standard is to be approved by theFederal Agency on Technical Regulating and Metrologytill the year end. The approval will become the base for further development of the Russian navigational infrastructure of the Northern Sea Route and realization of other state projects in the Arctic region.

 

The new standard sets the technical requirements for the client survey instruments meant to be used in the polar regions. Based on the research and applied works performed in the Arctic region, RSS and Polar Initiative specialists designed a list of requirements for the equipment software, reliability, metrological parameters, electromagnetic interference protection and destabilizing geographical and climatic conditions.

 

RSS Innovation Center Deputy Chief Valery Glushkov: “The satellite equipment activity in the Arctic has a number of peculiarities, and there are no rules and regulations for the manufacturers and users of the “arctic” navigation equipment. We are the first to begin developing the corresponding scientific and legal base from scratch”.

 

RSS specialists have started developing the national standards for the Arctic navigation with the survey equipment, as this is the major task with large-scale construction being underway in the region, various infrastructural projects being realized. Exact requirements for the “polar variant” radio electronic equipment will simplify the work of equipment manufacturers and users. The first national standard is ready and undergoing public debate. The Federal Agency on Technical Regulating and Metrologyis expected to receive it for confirmation until the year-end.

 

After adopting the national standard for the survey equipment, the RSS and Polar Initiative specialists will begin developing the “arctic” standards for transportable and onboard receivers.
